Graduated from the Armenian State University of Economics with honors and got his PhD in Economics in 2002. Dr. Urutyan then graduated from a special postdoctoral course, University of Guelph, Canada, in 2003. He received 4 professional certificates from the World Bank Institute, completed a program on Leadership and Education at Texas A&M University in 2008, and a Leadership and Management of Higher Education Institutions program at Maastricht School of Management in 2011. Dr. Urutyan became the Director of ICARE in 2008.

As of December 25, 2018, he is the Rector of the Armenian National Agrarian University. He is also a Texas A&M Adjunct Professor. He has developed and implemented several world-class educational programs jointly with leading US and European universities and is a member of a large number of respected international research institutions. Co-founder of the EVN Wine Academy and the AgriTech Startup Incubator, Armenia's first agritech and food tech incubator.

Dr. Urutyan has been an expert/chief researcher/team leader in the World Bank, Asian Development Bank, UN FAO, UNDP and many other local and international organizations. Dr. Urutyan has published over 40 research works, and books and has received a number of national and international awards. His vision is to transform ANAU, agriculture, and the Armenian higher education system towards technology and digital excellence.
