Arnel Paciano Casanova is the visionary founder of Clark Green City (now called New Clark City), Philippine's first smart, green, and disaster-resilient metropolis. Currently, he is President and CEO of Ablr Consulting, a Singapore registered firm specializing in strategic consulting/transaction advisory services for Public Private Partnerships (PPP), infrastructure and utilities, engineering services, urban planning and real estate.Prior to this, he was the Philippine leader of AECOM, a leading global engineering firm listed in NYSE and a Fortune 500 company. He was President and Chief Executive Officer of the Bases Conversion and Development Authority. He led the construction and privatization of the 94 km. Subic-Clark-Tarlac Expressway (SCTEX) and the development of former military bases and properties, into business districts and SEZs. He received two Presidential awards– the Philippine Legion of Honor Medal for his work as peace negotiator in the peace talks during the Ramos presidency and the Presidential Merit Medal for his exemplary service in BCDA during the Aquino presidency.He teaches in the University of the Philippines College of Law and earned his Master of Public Administration in Harvard University’s Kennedy School of Government. He describes himself as a farmer and slum dweller who became a city-builder.
